Description (partial)

Phone tracking service stopped while updating CUCM version

1. Login to CER Admin Utility
2. Navigate to Update - cucm version menu
3. select the dropdown for "Choose the CUCM Version to Upgrade" and click on Go
4. 1st time the update fails and related message displays.
5. repeat step 3
6. Now update is success but CER Service stopped could not start messgae displays
7. at the same time Phone tracking service stopped, till we manually start it from UI or CLI
