Symptom:
When clicking the "TAC Support Cases" item from the help menu the user receives the error:
"Error 400, invalid request"

Conditions:
The TAC Support Cases feature was added in ISE 3.0.
The "Interactive Help" feature would have to be disabled to see the TAC Support Cases menu item.
