Description (partial)

ACL applied to SVI interface does not work as expected.
The ACL affects to the packets which send from the router and thus packets will drop unexpectedly.

This behavior cannot be observed when applied ACL to Port-channel and GigabitEtheret.

This issue happens when following conditions will be met
- apply ACL to SVI interface
- router receive packets which need to respond to the sender such as ping, telnet/SSH to the router packets and so on
