Description (partial)

Symptom:
On IR1101 IOS release 172.1, when a Specific License Reservation (SLR)
is applied, it will appear as authorized until the next reload. It does
not persist through the router reload, but instead is reported as
evaluation mode.

Before the reload:

Smart Licensing is ENABLED
License Reservation is ENABLED

Registration:
  Status: REGISTERED - SPECIFIC LICENSE RESERVATION
  Export-Controlled Functionality: ALLOWED

  Status: AUTHORIZED - RESERVED

Conditions:
When IR1101 is running IOS release 172.1, the Smart Licensing Registration (SLR)is successful. After the router is reloaded, SLR is unregistered.
