Description (partial)

Symptom:
1.	Add a new UC Service for (UC service type: Jabber Client Configuration (jabber-config.xml) ), configure parameters with the url, e.g. ‘http://<IP address>:6790/jabber-config.xml’.
2.	Create a new Service Profile and add UC services under ‘Jabber Client Configuration (jabber-config.xml) Profile’.
3.	Now try https://<IP address>:6972/JAB_<SERVICE PROFILE PKID>.cnf.xml, its replacing the " : " with " %3A " and " / " with " %2F " and the file is being represented as following,

                   https%3A%2F%2F10.77.48.225%3A6972%2Fjabber-config.xml
