Description (partial)

RAP drops all multicast and broadcast traffic while a MAP is joining it’s Mesh tree. 
The traffic resumes as soon as the MAP is in CAPWAP RUN state.

This is hard to catch unless actively being monitored.

This can be confirmed by running below debug on the RAP and simultaneously taking a pcap on the RAP's uplink port
debug dot11 dot11radio 0 monitor multicast
debug dot11 dot11radio0 trace print clients mgmt xmt rcv rxev txev txfail keys
undebug dot11 dot11radio 0 print shortadr

We will observe that during the period of silence the RAP will not forward only the bcast/mcast packets.

Multicast or Brodcast traffic on clients on a MAP while another MAP is joining the RAP.
