Description (partial)

Symptom:
When there are two (and more) EWCs in the network and these EWCs shutdown and bootup, in some cases of the order to shutdown and bootup, the registration status becomes 'Unregistered'.
Once the status becomes 'Unregistered', the EWCs don't recover automatically until you remove the Product Instances on SSM and register again using token.
This situation might happen when all EWCs are reloaded at once.

Conditions:
(IOSXE 17.2) The shutdown order is Standby(EWC#2) --> Active(EWC#1), and then EWC#2 bootup.
(IOSXE 16.2) The shutdown order is Active(EWC#1) --> Standby(EWC#2), and then EWC#2 bootup.
