Description (partial)

Symptom:
when phones sends request to verify CallManager-ECDSA certificate and TVS was not able to verify it. Because CallManager-ECDSA certificate does not have any trust role in database.

Conditions:
Webex Room Phone is in encrypted mode. When establishing a SIP TLS connection to UCM, it lists ECDSA ciphers first in the TLS Client Hello. UCM selects an ECDSA cipher and therefore sends its CallManager-ECDSA certificate.
the phone only has the standard ITL file and the CallManager-ECDSA certificate is not part of the CTL nor the standard ITL file. Therefore, the phone connects to TVS to verify the CallManager-ECDSA certificate
