Description (partial)

Symptom:
Before 3.4.1.1, the installation/upgrade of the tetration-v there is no spec check.
After upgrading to 3.4.1.1 on tetration-v, the rpm installation will fail with no clue of resource issue.

Conditions:
If insufficient resource are identified on the tetration-v on 3.4.1.1, the pre-check is still successful somehow.
however, the first rpm upload/installation will fail without any indication.
