Description (partial)

Symptom:
QSFP optics on 2T line cards remain in TX disabled state after interfaces are unshut.
This causes the interface to remain down even if hard loop is placed on the interface.

Conditions:
Issue is seen on 2T linecards running Calvados version 7.1.1.
The issue is happens only on QSFP optics that are part of slices 2, 3, and 4 of the line card.

This issue be triggered by the following actions that cause indirect register access to the MACSEC:

XR SDR Reload
Shut/No-Shut of interface or bundle
XR SDR Deletion/Creation
Collection of show tech slice_manager from Sysadmin VM
