Description (partial)

Symptom:
Cat9300 switch is connected to AIR-CAP3602I-A-K9 access point
Cat9300 has AutoSmart Port macro to apply configuration when such an access point is detected [via device classifier or via AV-pair from RADIUS server]
This macro contains interface-level CTS commands:
cts manual 
 policy static sgt <SGT> trusted

When these commands are applied, for some reason anti macro is issued immediately
This issue is not specific to the access point and the same occurs when Cat3650 switch is connected
This issue is seen on 16.09.05 as well as 16.12.04 and 17.3.1 release

Conditions:
configuration applied via Auto Smart Port Macro contains CTS commands
