Description (partial)

The problem is that the 3rd party SIP devices are registered to CUCM and CER will track them (as unlocated devices) even without the subnet in CER. This consumes licenses and alerts the administrator that they are unlocated.
To try to prevent this, customer adds the subnet to CER and hopes it not to track.

This fixes the license problem, but CER still emails the administrator with the 3rd party SIP devices even though they should not be tracked. The email of the list of devices is a problem because the administrator will get a large list of devices to look at that shouldn’t be there.
Customer needs to have CER only email about ‘tracked’ devices, not one's flagged as un-tracked.
