Description (partial)

Symptom:
Nodes fail to boot cleanly after a failed install operation that has attempted to upgrade the OS-SDK.

Conditions:
On LNT platforms only.

If a node fails to boot after a failed LNT SU operation - especially if the operation is known to be upgrading the OS-SDK (for instance, 7.0.12 -> 7.0.14).

Additionally, dhcpd is not running on the active RP. This can be confirmed if there is no entry when running (from the XR CLI):
<cmdBold>run ps -e | grep dhcpd<noCmdBold>

For instance, this output indicates that there is dhcpd running:
RP/0/RP0/CPU0:ios#run ps -e | grep dhcpd
