uRPF configuration causes traffic drop even for reachable source prefix

Symptom:
uRPF configuration causes unexpected traffic drop on J2 SE systems.
bcmRxTrapUcLooseRpfFail counter should be going up, in trap counters, which can be seen by:
show controllers npu stats traps-all instance 0 location <>

Conditions:
This can happen when device is scaled up to 1M+ routes with ACL and Flowspec configured.
