Description (partial)

Symptom:
If FIB gives SPAN PI invalid FEC callback data, it will be passed to SPAN PD. When the SPAN session create fails in SPAN PD, SPAN PI will reattempt the session create.
After the first invalid callback from FIB and before a valid FIB callback comes in, SPAN PI will pass a nonsense FEC context to PD instead of the correct NULL value on session create retries.
When a valid callback comes in from FIB, the FEC context is then correctly sent to SPAN PD and the bug resolves.

Conditions:
This occurs when FIB sends invalid FEC context information to registered clients. This has been seen in the early stages after a Fretta LC reload.
