Description (partial)

Symptom:
Expressway not able to drop 2nd or so on participants in a conference.
Call Flow;
Windows Jabber on MRA>Expressway-E>Expressway-C>CUCM
Windows Jabber called 3 other pariticipants and started a conference
Windows Jabber able to hang up the 1st participant
Windows Jabber unable to hang up the 2nd or so on participants, per Expressway diagnostic logs, it thinks the REFERs from Windows Jabber on 2nd or so on are duplicates for 1st participant, therefore came back with 503s

Conditions:
1. Jabber for Windows user establishes a conference with multiple participants. 
2. J4W tries to remove 1st conference participant --> Successful
3. J4W tries to remove a 2nd conference participant --> FAILED
