Cisco Bug: CSCvv58981 - EPNM5.0: Report Criteria Device All Location Not Work Properly

Description (partial)

Symptom:
In EPNM 5.0 I110 build 662 (also in 3.0 FCS) I see the issue that when you click Report Criteria Edit button to open Filter Criteria Windows in all the Reports which have Report by: Devices By Groups option, in Groups drop down list, click All Location twice,then you will see an issue like below, there is empty in Groups field, the expected behavior should be just expand the All Locations, instead of give empty in Groups field, please fix.

This is not a regression since already in 3.0 FCS.

As Dev investigated: we are using widget to filter the devices by the group(Devices By Group) and it is common reports criteria widget and has common behavior across all the reports which are extending this filter type.

Conditions:
