Symptom:
Problem statement:
------------------
The following redistribute command  in the configuration below  is causing an error 
when we get the configuration using netconf (get_cfg from the netconf prompt), 
clear the configuration on the router and 
apply it  back using netconf  (send_request of the configuration in xml format received using get_cfg) .

Conditions:
conditions 
    no isis instance configured on the router
   trying to apply configuration using netconf to create a isis instance along with the redistribute command  in a single request.
