Symptom:
System reports on the console

 %BOOT-5-OPMODE_LOG: R0/0: binos: System booted in CONTROLLER mode
 %BOOT-3-OPMODE_ERR: R0/0: binos: Creation of configuration DB of size 409600 MB failed: Not enough space.Err

continues boot, and after listing detected modules, it hangs. Requires power cycle and rommon access to recover.

Conditions:
Universal image automatically switching into controller mode after detecting ciscosdwan.cfg file present.
AND
Insufficient space available on bootflash.
