Description (partial)

Symptom:
Upgrade to 11.4 might prevent from configuring dot1q above default range 2-511. 
By default range for do1q in Fabric Setting is set to be 2-511. 
In 11.3 when configuring VRFs and Network profiles configured some other values for dot1q it was not complaining.
After the upgrade to 11.4, DCNM is doing checks, so we will fail to save config under VRF/Network if we use VLANs/values that are not in range 2-511.

Conditions:
This has been seen after upgrading to 11.4
