Symptom:
Type 10 Opaque LSA TE router-id fragment 0 LSA missing after process restart ospf

Below CLI command used after process restart ospf that show TE router fragment 0 LSA missing
show ospf database opaque-area traffic-eng self-originate

Conditions:
This issue happens under the following conditions
segment-routing mpls and nsf cisco/ietf configured inside OSPF. Also, It will happen only when "mpls traffic-eng" is not enabled under the OSPF area
