Symptom:
This defect is that we need a clear definition to be given to customers, as to how reliable our web click-tracking handling service is.  Our AMP cloud service provides details to a browser for periods where the service is having issues.  We don't have that for click-tracking.  So we need that, and an official message to describe any situation where a customer's click-tracking results may not exist for a customer.

Conditions:
This defect is to provide customer visibility into situations where we may not have their URL click-tracking data.
