Calls are hung indefinitely and will constantly send refresh messaging to gateways, endpoints, and recording servers

CUCM configured with the SIP Call Preservation Expires Timer set to 0 (default) and utilizing SIP call flows wherein one device loses connection to CUCM, triggering call preservation
