Description (partial)

Symptom:
An ACI border leafs stops advertising all BGP summary routes to external peers. The local null0 routes corresponding to the summary routes are no longer present on the border leaf as the concrete MOs are lost. This could manifest as certain traffic flows failing completely following an upgrade.

Conditions:
Multiple conditions can trigger this including:

-Clean reload of the border leaf (including upgrade or decom/recom)
-VRF change of the L3Out, even after changing back to the original VRF
-Creation of the summary routes through the Create L3Out wizard (does not take affect initially)
