Description (partial)

Symptom:
IM&P Publisher Total CPU spikes to ~50% for a short period of time every 15 minutes

Conditions:
IM&P Publisher Intercluster Sync Agent (ICSA) performs a Certificate Audit Job between the CUCM Cluster and IM&P cluster every 15 minutes. This sync / audit job leads to periodic CPU spikes due to re-importing of the same certificates over and over again.

In the ICSA logs under activelog epas/trace/cupicsa/log4j/*.log we could see the following traces repeat every 15 minutes..
