Description (partial)

Symptom:
When setting the timezone in Prime Infrastructure to Chile/Continental or Etc/GMT-4 the time is incorrect.  GMT-4 sets the CLI and GUI time to GMT+4.  Chile/Continental sets the CLI time correctly, but the GUI gets set to CLST (Chile Summer Time), which is one hour ahead.  It is currently not Chile Summer Time in Chile.

Conditions:
This was observed in Prime Infrastructure 3.7.
