Description (partial)

Symptom:
If port Te 3/0/1 is a part of port-channel, insertion of 1000-base-LX SFP (without a cable) to Te 3/0/8 causes interface 3/0/1 to flap:

%TRANSCEIVER-6-INSERTED: R0/0: iomd: transceiver module inserted in TenGigabitEthernet3/0/8
%LINEPROTO-5-UPDOWN: Line protocol on Interface TenGigabitEthernet3/0/1, changed state to down
%LINEPROTO-5-UPDOWN: Line protocol on Interface TenGigabitEthernet3/0/1, changed state to up

Conditions:
HW: Cat9407R
SW: 16.9.x, 16.12.x 
Port Te3/0/1 is a part of EtherChannel (PAgP or LACP)
1000-Base-LX is inserted into 3/0/8 (GLC-LH-SMD 1000BASE-LX/LH SFP)
