Description (partial)

Symptom:
JabberCallHistory is missing when user signs in.

Conditions:
When there is no 'Presence Domain' is configured, and TelephonyPhoneModePlugin call ChangeClientUser before the HistoryDBManager::initialize, it causes URI's domain is empty which will initialize wrong DB without domain name.
Jabber should not process ChangeClientUser w/o 'PresenceDomain' configured.
