Description (partial)

Symptom:
One way audio when Secure HW Conferencing is used after the Secure CBF Leg is closed and reopened (hold, conference someone else, etc) when the endpoint that cannot hear is RFC 3711 compliant.

Conditions:
1 - Secure HW Conferencing needs to be used and SRTP negotiated
2 - Conference participant either places the conference on hold or conferences someone else
3 - The previously mentioned Conference participant has to be RFC 3711 compliant

When the Secure CFB re-uses the same SSRC for the SRTP, it won't change the ROC value of the SRTP which makes the endpoint not able to authenticate the SRTP Stream so it drops it.
