Cisco Bug: CSCvv50117 - PCP does not populate Message Aging Policies created in Unity

Description (partial)

Symptom:
When provisioning Voicemail service, or creating a service template for Voicemail, PCP only gives 2 built in options for 'Message Aging Policy'. 

During voicemail provisioning, in the section under Advanced Order Configuration>Received Messages>Mailbox,  the dropdown box for Message Aging Policy only present 2 options:

- "Default System Policy"
- "Do not age messages"

Even when several custom Message Aging Policies are created in Unity, they are not synchronized to PCP or made available as options.

Conditions:
PCP 12.X - Seen when provisioning voicemail service or creating voicemail service templates
