Description (partial)

Symptom:
see on 16.12.3 and 17.2.1a
Sh Run output of 9800 WLC does not display the "mandatory" data rates set Globally on WLC

we can only see the data rates which are by default set as "supported"
6,12,18Mbps by default are set as "mandatory" on WLC and we dont see them on the CLI output of  "sh run" or "sh run all | i ap dot11 5ghz rate"

we can see them on GUI

any changes made to the "mandatory" data rates, like changing them to disabled/supported and shown on CLI

Conditions:
see on 16.12.3 and 17.12.1a
