Description (partial)

Symptom:
SESSMGR restart observed while sending Delete Session Request during Network initiated Dedicated bearer creation procedure at egtpc_handle_delete_sess_req_evt

Conditions:
PDN Disconnect Request received from UE. Here PDN Disconnect procedure is suspended due to existing TAU procedure, at the same time Network initiated Dedicated bearer creation procedure. So Create bearer Request is not processed since associated pdn disconnect procedure was disconnect state. 
Later x2 based handover with sgw change procedure is received  and checking any stale PDN's are present. if present It will try clean up all stale PDN's and send Delete session Request towards SGW, at this point due to state mismatch proc restart is triggered.
