Description (partial)

Symptom:
A Nexus 7700 chassis with N77-SUPE supervisors and F4 line cards may observe a supervisor switchover occur after an F4 line card is removed and reinserted multiple times.

Conditions:
1. Nexus 7700 chassis with N77-SUP3E supervisors and F4 line cards.
2. F4 line card is removed from the chassis, then reseated soon afterwards. Multiple reseats of the line card are typically needed to trigger this issue.
