Description (partial)

Symptom:
CLI command "utils firewall ipv4 disable 1m" is not working ideally in 12.0 SU4. Post 1 minute also status is disabled. Ideally it should be in enabled state post 1 minute.

Conditions:
1. Login to CLI
2. Execute the CLI command "utils firewall ipv4 disable 1m"
3. Immediately check the status of Firewall using "utils firewall ipv4 status" command. It should show the status as disabled (This command will disable the firewall for 1 minute)
4. Again check the status after 1-2 minutes. Ideally status should be "enabled" but in this case its "disabled".
