Description (partial)

Symptom:
Upgrade from 9.3.2 to 9.3.5 fails via ISSU with the below error

Conditions:
This is being seen as of now under 2 situations:

1. Perform an downgrade from 9.3.5 to 9.3.2 and then perform an upgrade via ISSU to 9.3.5
2. While in 9.3.2

a. Disable the guestshell
b. set the boot variable to 9.3.2 (if not set)
c. copy r s
d. write erase
e. Reload

3. After the reload when the switch comes up, "show guestshell detail" will show it in "Installing state".
4. Any ISSU from 9.3.2 to 9.3.4 or 9.3.5 will fail
