Description (partial)

Symptom:
Fault for Rogue endpoint detection not being generated . Rogue endpoint detection works correctly as expected.

Conditions:
Customer is running 4.2(4i) and customer is using qinq tunnel to external gateways where HSRP between routers. Whenever they failover HSRP from active >standby or back , they have rogue endpoints ( servers pointing to those gateways) which get detected as rogue endpoints.
