Description (partial)

Symptom:
Unable to download the logs from manila timezone nodes.
We can see the below exception in rtmt client side, it shows PHT instead of PST timezone,
java.text.ParseExcepItion: Unparseable date: "Thu Jul 23 11:20:45 PHT 2020"
        at java.text.DateFormat.parse(Unknown Source)
        at com.cisco.ccm.serviceability.rtmt.tct.TraceCollectionThread.downloadFile(Unknown Source)
        at com.cisco.ccm.serviceability.rtmt.tct.TraceCollectionThread.downloadResult(Unknown Source)
        at com.cisco.ccm.serviceability.rtmt.tct.TraceCollectionThread.run(Unknown Source)
In RTMT pop up message ?An error occurred while processing request?.

Conditions:
If the Server time zone is Asia/Manila.
Trace & log central  > select collect file > select any services > then select the time frame after press the finish button, it shows ?An error occurred while processing request? when downloading the logs.
