Description (partial)

Symptom:
- When upgrading from 7.0.2 to 7.2.1 the 'fpd auto-reload' causes one of the cards to reload for FPD upgrade. We see following SYSLOG: 

 RP/0/RP0/CPU0:Aug 19 08:15:23.167 CEST: fpd-serv[244]: %INFRA-FPD_SERVER-1-UPGRADE_ALERT : fpd auto-reload configured on this box.  Going to reload node 0/0 to activate newly upgraded FPD(s).  
0/RP0/ADMIN0:Aug 19 08:15:38.168 CEST: shelf_mgr[3478]: %INFRA-SHELF_MGR-4-CARD_RELOAD : Reloading card 0/0 

- The XR upgrade process is still going on and the upgrade process waits for the LC to come up.
- We see the following 'sh install request' outputs and it remains that way for quite some time:
