Description (partial)

- Partner org admin deletes an organization from Partner Portal at /partner/customers
- After the deletion, the organization still remained under the Partner Portal
- On attempt to create a new organization with the same name, error occurs

From Partner portal, the org admin used the trash-bin icon for deleting the org. After a deletion attempt was made, the org was still visible in the customers list. The delete button was still there and the customer was able to click on delete a second time. The second deletion resulted in an error 409 for deletion. 

The delete request removed the org from ATLAS, however the data still remained in the back-end. The WX site cleanup have failed.
