Description (partial)

Symptom:
AnyConnect SBL dose not support MCA "Multiple certificate authentication"

In order to do MCA you need a either a combo of 1 Machine and 1 User, or, Two User(s). 

However SBL is not supported with user cert.  "If you are not logged into the device then there is no way that the User Certificate store for Windows is available. That's by design of Windows for a very obvious security reasons." 

Also two machine certificate is not allowed. If SmartCard certificate is referenced in the Local Computer this would be Machine certificate

AnyConnect documentations need to be updated to reflect this.
