Symptom:
Duplicate IP detection prevents management IP configuration on APICs.

Conditions:
All of the following are present:
Upgraded the APICs in the ACI fabric to 4.2(3) or newer
Using out-of-band management to access the APICs
Other devices on out-of-band management network respond to ARP requests for the APIC out-of-band management IP. For example duplicate IPs, or firewalls that have ARP caching enabled
