Description (partial)

Symptom:
VPWS traffic from SRv6-Core to Access is not forwarded after Power Cycle.
Rx_UNKNOWN_PACKET is increased at that time.

Conditions:
There are 2 access interfaces, one has 100 L2 xconnect and another has 900 L2 xconnect.
Core interface SRv6-enabled.
This issue's trigger includes not only power cycle but also hardware reset by "hw-module location all reload".
And it is a timing issue and likely it happens when a large number of VPWS access interfaces.
