Description (partial)

Symptom:
Cisco DNA Center may be unable to provision a non-fabric enabled switch with Network Essentials License.  Cisco DNA Center pushes the command "cts authotization list dnac-cts-lis" at provisioning, and the command fails because the command does not exist at the Network Essentials license level.  This scenario will only happen if the user has the AAA client checkbox enabled on a given site, when an ISE server is used

Conditions:
This was observed in Cisco DNA Center 1.3.3.6, managing devices that have just a Network Essentials license with AAA configuration in Network Design
