Description (partial)

Symptom:
In a scaled setup, spine switches may experience delayed endpoint sync after a reload.

Conditions:
This happens in a scaled setup with scales such as  223K endpoints, 6 spine switches in 1 pod, and 460 leaf switches. In the steady state with all endpoints synced across all spine switches and remote pod, one spine switch gets reloaded as part of the maintenance window. After joining the fabric, the spine switch may experience delayed endpoint sync in case its TCP recv_q gets drained slower than expected.
