Description (partial)

Symptom:
Network is not stable, so interface flapping will cause DHCPv6 get a new address. Because of the bug, l2tp agent did not update local address for l2tp transport.

Conditions:
network instability, each interface flapping, RPD can be assigned a new IP address.
