Description (partial)

Symptom:
ASA installed in FXOS joins to the cluster without user's intervention.
This can happen if FXOS pushes the cluster bootstrap config again to the blade, the blade may indeed rejoin the cluster.

Conditions:
1. ASA in cluster for FXOS platforms. 
2. ASA NOT running version 9.9+ onwards.
3. If cluster was disabled issuing command 'cluster remove unit' from Master ASA.
4. In show cluster history the ASA is moved to Disable with reason 'Received control message DISABLE'. That reason indicates the unit is disabled per QUIT message, not 'no enable' CLI. if the unit is disabled by 'no enable' command, the reason should be 'Disabled from CLI'
