Description (partial)

Symptom:
After deleting then re-adding the fabric AS, the COOP process on a spine switch that is participating in multipod might generate a core file.

Conditions:
The core happens rarely only on spine switches that meet the following conditions:
1. The spine switch is connected to IPN.
2. The spine switch is participating in a multipod setup and this COOP that is running on the spine switch is a multipod shard owner.
3. The fabric AS is deleted and then immediately added back.
