Description (partial)

Symptom:
SDA Deployment : Initially upgraded to 17.1.1 code and then upon downgrading from 17.1.1 to 16.12.3s some Vlan SVI's show  as Down/Down on some interfaces and on some they work and on others they are Up/Down and then upon being shut and no shut they come back up. Currently appears as intermittent and no seen pattern is noticeable on what SVI's will work  Up/Up and not work Down/Down.

Conditions:
In an SDA Deployment customer upgraded to 17.1.1 and had some issues so they decided to downgrade to a more stable code version of 16.12.3s at this time they noticed some of their SVI's were not coming UP/UP. They then proceeded to bounce those SVI's or shut them and then no shut them. Some recovered and some did not which were working right before the downgrade.
