One a NCS6K router that is implemented using Compute Cards (CC) for external control plane (ECP) if there is a partial failure of the RP that is hosting the active Control Ethernet (CE) VLAN and there is a switchover to the other CE  VLAN as directed by MLAP (Minimal Loop Avoidance Protocol) the ECP may not immediately switch over.

If this happens the system can go to a partitioned state in which rack 0 and the ECPs are not connected to each other and rack 0 is marked as failed. When the control ethernet recovers the system comes up in in a state in which the ECP and line cards are unable to communicate properly with each other which affects all XR SDRs.

This issue is extremely rare and will not happen in the event of RPs that fail completely due to crash, reload, upgrade etc.
