Symptom:
Egress QoS is not working properly for vrf-fallback packets.
It does not select proper class as indicated by ingress policy.

Conditions:
in this case, incoming qos class is setting a traffic-class and expectation is that egress qos-policy is applied and attached should match on given class which matches this traffic class.
But finally packet ends up going to class-default.
